This is a highly debated topic in the BDSM scene. Latex is often seen as superior and PVC is looked down upon by some bu,t both have their place. Don't ever make the mistake of calling PVC latex online or the fetish police will arrest you... (Yes, people do need to chill)
Latex
Latex comes in different thicknesses and qualities. Good quality latex outfits can cost hundreds or even thousands. I suggest having latex made to measure as the price is usually the same and the fit is so much better.
Remember latex is difficult to get on and off. If you're going to an event consider how you'll go to the toilet. I suggest always getting trousers with a zipper. When you sweat latex will stick to you and become a second skin. For events you may want to take latex shine and lubricant if you'll have to take items off and on.

Some brands have ready-made latex outfits if you're in a hurry, but I would always recommend ordering in advance to get made to measure.
Honour / Skin Two - a solid choice for basic outfits at a reasonable price. In-person stores in London.
Amazon - variable quality but cheap and good for one-off events
Etsy - I've always had good luck when ordering directly from sellers. Items are usually made to order.
Lottie Latex - fast delivery and good quality. Made to order.
Lady Lucie - Most of my latex is from here. High quality and has excellent fit, but there is a 2+ month wait.
Zorenko - London based. Owners are very helpful with sizing.
PVC
PVC is usually has a slight stretch. It has a fabric interior covered with PVC for a plastic shine. My preference for everyday wear or quick photo shoots. It's easier to put on, less likely to rip, and doesn't take as long to wash. It's also far cheaper.
